摘　　要：山东省阳谷县2012年采取加大宣传力度、加强基金管理、强化服务意识、创新监管方式等多种方式促进新农合发展,农民的参合率、受益率不断提升,有效降低了基金运行风险,保证了基金较为平稳运行;但还存在住院费用和受益率增长过快、医疗违规、经办机构能力建设低等不足;应通过加强自律机制建设、严控医疗费用、健全监管机制、落实经办机构人员和经费、推进支付方式改革、提升农村服务能力和水平等措施来吸引农民,保障这一制度健康运行。In 2012, Yanggu County of Shandong Province adopt many measures to promote the development of the new cooperative medical care system （NCMS）, such as to intensify propaganda, strengthen fund management, strengthen the service consciousness and innovate ways of supervise. The rate of participation and benefit is rising, the NCMS also ef- fectively reduce the fund risk, ensure the funds running smoothly. But there are some problems about the system, the hospital cost and benefit rate increase too fast, some phenomena of medical violations, and the low ability of medical care agencies etc. So in order to attract farmers and guarantee the system running healthily, the government should strengthen the construction of self-discipline mechanism, control health care costs, improve the supervision mechanism, implement the personnel and funds of agencies, reform the payment methods and improve the ability and level of rural health service.
