摘  要:采用合作博弈的分析方法来解决直饮水设施建设运营成本确定的难题。首先建立供水方与用户的合作博弈模型;然后利用沙普利(Shapley)值进行合作总收益的分配,并由此推导出直饮水设施建设与运营的最佳成本计算公式,用于求解出供水方和用户的收益;最后以天津市某小区为例,进行应用研究。结果表明,合作博弈的分析方法可以有效解决基本公共服务设施建设运营成本的确定及供需之间利益均衡分配的难题,为基本公共服务设施建设规划与综合决策提供科学工具。This paper adopts the cooperative game analysis method to solve the problem of determining the cost of direct drinking water facilities' construction and operation. Firstly, a cooperative game model is established for water supplier and users. And then, the Shapley value (Shapley) is employed to allocate the total revenue of cooperation, by which the formula of optional cost of direct drinking water facility construction and operation is deduced, and thus the supply-side and the user's income are worked out. Finally, a community in Tianjin is taken for example for application research. The results show that the cooperative game method can effectively solve the problem of determining the cost of construction and operation of basic public service facilities and balancing interests between the supply and demand which can serve as a scientific decision-making tool for the planning and integrated decision making of basic public service facilities.
