摘 要:根据工业转型升级的战略性、动态性、全局性和系统性特征及主要内容,构建了测度工业转型升级发展水平的指标体系。综合运用群决策层次分析法和因子分析法并结合乘法归一化对指标进行综合赋权。对湖南长沙、株洲、湘潭、衡阳、岳阳和常德6个市区的工业转型升级高度化水平进行测度。结果显示,6个市区的工业转型升级水平呈平稳增长态势,长沙市、株洲市和湘潭市的综合发展水平较高,而衡阳市、岳阳市和常德市的综合发展水平则相对较弱。然而,整体仍旧处于低下水平,工业结构升级的任务任道而重远。Industrial transformation and upgrading is an important task in China. Taking the strategic, dynamic, overall and systematic characteristics and main contents into consideration, this paper proposes a framework to measure the development level of industrial transformation and upgrading of one district. Combining the group decision AHP and factor method, we apply the multiplication principle to get the comprehensive weights. Finally, we analyze the development levels of Changsha, Zhuzhou, Xiangtang, Hengyang, Yueyang, and Changde in Hunan province. According to the results, the level of industrial transformation and upgrading has a steady growth trend, and Changsha is the highest followed by Zhuzhou, Xiangtan, Hengyang, Yueyang and Changde. However, the overall level is still low, and badly needs reform.
