摘　　要：介绍了新汶矿业集团(伊犁)能源开发有限责任公司制定与实施"新疆基地突破"战略的构思和2013年取得的主要成就,调查分析了目前矿区重点项目建设进展情况,提炼出了4点体会。The paper introduced the idea to set up and implement ＂Xinjiang Base Breakthrough＂ strategy by Yili Energy Development Company Limited, Xinwen Coal Mining Group and the main achievements obtained in 2013. The paper investigated and analyzed the construction progress conditions of the key projects in the present mining area and provided four comments.
