摘　　要：转变战斗力生成模式是一项复杂的系统工程,其中人才队伍建设、武器装备研制、编制体制改革和军事训练转型等都牵一发而动全身,涉及诸多法律问题。而法律的指引功能、评价功能、教育功能、强制功能、整合功能等与转变战斗力生成模式的实践需求天然契合,法律可宣示标准指引战斗力生成方向,设计程序规范战斗力生成流程,整合力量催生体系作战能力。The transition of the combat-capacity-generating mode is a complicated systematic project, which in- volves qualified personnel construction, development of weapons and equipment, restructuring preparation, trans- formation of military training and other legal issues.The guidance function of the law, the evaluation function, ed- ucational function, mandatory features and integrative function are just in conformity with the practice of chang- ing the combat-capacity-generating mode. The law may declare the direction of standard combat-capacity-generat- ing guidelines and design program norm combat-capacity-generating process, integrate the capacity of systematic operations.
