台风“海燕”灾后海军防疫队赴菲律宾莱特灾区开展防疫救援工作的组织与实施

摘　　要：目的发扬国际人道主义精神，确保菲律宾受灾地区大灾之后无大疫，为海军野战防疫队今后执行海外防疫救援任务积累经验。方法抽组13名野战防疫队员携带食品水质检测、媒介生物监测、消杀灭药械、个人防护用品等防疫物资，随中国海军“和平方舟”号医院船赴菲受灾地区开展卫生防疫工作。结果我野战防疫队负责的莱特省及塔克洛班市地区灾后1月无疫情发生。结论菲律宾灾后面临严重的公共卫生危机，合理选配防疫人员，快速机动反应，科学评估受灾地区健康状况及急需的防疫措施，在所负责灾区迅速建立传染病、饮用水卫生安全、媒介生物密度等监测体系，在WHO的指导和受灾国DOH的配合下开展健康教育及消杀灭工作是做好台风灾后防疫救援工作的重点。Objective To promote the international humanitarianism, displaying a great nation＇ s responsibility, preventing the epidemics breakout after the serious disaster in Philippines, and accumulate experiences for the Navy Field Anti-epidemics Team to execute the rescue mission abroad. Methods 13 public health experts with some equipments such as food and water safety fast detecting, vector sampling, disinfections and insecticides, went to the disaster areas in Philippines by the ＂Ark Peace＂ hospital ship. Results No Vector-borne diseases breakout was found within one month in Leyte and Taeloban areas. Conclusions The key points of the disease control and prevention rescue were summarized as follows： 1. selection of the experts; 2. agile, assess the principal health issues and the immediate priorities scientific; 3. establishing the surveillance systems including communicable disease, drinking water safety, vector and pest density; 4. Implementation of the health education and insecticide long-lasting spraying obtain the WHO and DOH of Philippines＇ agreements.
