摘  要:目的:分析2008-2012年上海市某区公立医疗机构人力资源与设备配置状况,为政府优化资源配置提供决策依据。方法:分析相关二手资料和区域内公立综合性医院及社区卫生服务中心的调查资料。结果:该区公立综合性医院和社区卫生服务中心的卫生技术人员数有一定增长,但社区卫生服务中心临床医师数及其高层次临床医师比例明显下降。此外,上述机构存在卫生人才流失,且该区大型医疗设备配置不足。结论:该区卫生资源配置需增强,公立医疗机构医务人员的薪酬和激励机制需完善,政府应加大对公立医疗机构大型医疗设备的投入,以提高公立医疗机构的医疗技术服务能力。Objective:Analyze on the allocation of human resources and equipment in public medical institutions from 2008 to 2012 in order to provide the information for the government to optimize resource allocation. Methods Secondary data and data from the survey of public general hospitals and community health centers in the district were used in the analyses. Results The number of health care professionals in the public general hospitals and community health centers increased, but the number of physicians and the proportion of physicians with high professional level declined in community health centers. In addition, talent drain existed in the above institutions and insufficient allocation of large equipment existed in the district. Conclusion In order to improve medical competence of public medical institutions in the district, human resource allocation, compensation and incentive mechanism should be improved, and large equipment in the public medical institutions should be invested by the government.
