摘　　要：社区卫生服务在整个应对突发公共卫生事件的过程中起着"网底"的作用,其功能的多样性决定了其角色的多重性。由于近一两年诸如甲型H7N9流感等突发公共卫生事件的爆发,社区卫生服务机构应对突发公共卫生事件的基础性作用越发显得重要。本文从政府、公立医院和社区卫生服务机构自身三个层面剖析如何增强社区卫生服务机构应对突发公共卫生事件的能力。The community health services institute plays a fundamental role in answering emergency public health events. The diversity of its function determines the multiplicity of roles. Since the outbreak of emergency public health events such as H7N9, the community health services institute becomes more important on answering emergency public health events. How to strengthen the capacity on answering emergency public health events are discussed in aspects of government, public hospital and community health institute.
