摘　　要：推进新型城镇化是巩固辽宁老工业基地振兴的重大举措。通过多指标定量评价和横向对比发现,辽宁省城镇化起步早,城镇化率高,新型城镇化进程喜人。但在新型城镇化的不同方面进展不协调,突出表现是城镇居民恩格尔系数偏高,城镇建设用地粗放,节能降耗和环保方面也亟待加强。辽宁省新型城镇化建设内部空间上也很不平衡,大连、沈阳等辽中南地区较好,朝阳最差,本溪和丹东也急需努力。要以主体功能区规划为依据,优化城镇体系布局,结合各级各类园区改造,大力发展循环经济,推进新型工业化与新型城镇化的互动融合,提高城镇化的质量和可持续发展能力。To Promote the new urbanization is the major measures of the consolidation of the old industrial base revitalization in liaoning province. Through the multiple quantitative evaluation indexes and the lateral comparison, the results show that,the urbanization in Liaoning province started early, the rate of urbanization is high, and the process of the new urbanization is better. But there is inharmonious in different aspects of the new urbanization process, the outstanding performance is the urban residents＇ engel coefficient is high, the urban construction land is extensive, and the energy saving and environmental protection also needs to be strengthened. The internal space of the new urbanization construction in liaoning province is very uneven,the level of the new urbanization in the central and southern Liaoning, such as Dalian and Shenyang, is better, Chaoyang is the worst, and Benxi and Dandong also need improve urgently. To based on the major function oriented zoning, the layout of the urban system should be optimized,combined with the park renovation of all types and all levels, the circular economy should be developed vigorously, the interactive integration between the new industrialization and the new urbanization should be promoted,the quality of urbanization and sustainable development ability outght to be improved
