西部地区新型农村合作医疗资金筹集和运作的优化措施分析

摘　　要：从资金的筹集、管理和运作等视角分析,新型农村合作医疗在我国农村地区医疗服务方面显示出其不可替代的优势。但是,西部地区新型农村合作医疗在资金筹集和运作方面还存在着一些亟须解决的问题。本文从拓展资金来源、完善筹资机制、改进运作模式、规范资金管理、加强监控措施、健全补偿模式等角度入手,论述了建立具有长效性的、符合西部地区实际的新型农村合作医疗资金筹集和运作模式。New rural cooperative medical system（NRCMS） has demonstrated distinctive advantages in resolving the problems of medical service in rural areas from the perspective of fund raising,management,and operation.However,there are still urgent problems to be solved in fund raising and operation.We discuss in this paper how to establish a long-term suitable approach to fund raising and operation of NRCMS in western region from aspects of expanding fund source,enhancing fund raising mechanism,improving fund operation,standardizing fund management,strengthening fund monitoring,and consolidating compensation model.
