摘  要:"民工荒"现象的发生令劳动力供给成为影响政府经济发展规划实施的重要因素,因此造成的企业内迁行为给中西部地区带来了发展契机。H省G县的引进企业在当地遭遇招工困难的情况,导致G县政府"十二五"规划实施受阻。研究显示,招商引资的实施办法和考核方式导致竞争式招商;规划未能正确估算G县人力资源的承载能力,导致劳务输出过量,共同造成劳动力供不应求。上述制度层面的问题短期难以解决,技术层面的问题可以通过选择科学的方法对G县剩余劳动力规模进行估算得到解决。The phenomenon of migrant worker shortage made labor supply one of the most important factors that influenced the accomplishment of local government planning. It also forced some industries to move to central and western regions, which also brings new development opportunity. In the implementation of the“Twelfth Five-Year Plan”of G county in H province, the invited enterprise encounters difficulty in workers recruitment and may further make trouble for the county’s development. The analysis indicates that the way of investment invitation and performance measurement caused its human resource being behind requirement. On the other hand, inability of correctly estimating the human resource capacity caused the excess of labor export. Hardly can the institutional problem be solved in a short time, on the contrary, technical problem is relatively easier to be solved through estimating the surplus labor of G county with an appropriate and scientific method.
