对生态型城镇的再认识及其评价指标体系建立

摘　　要：改革开放以来,随着工业化、城市化的不断加快,城镇化建设已经成为21世纪社会建设的首要任务。但在我国城镇化进程中存在诸多生态问题,没能实现经济、生态、社会的协调发展,因此,当前的任务是建设生态型城镇。生态型城镇的建设应以可持续发展为前提,以科学规划为指导,以生态理念为宗旨,最终实现生态效益、社会效益、经济效益的协同发展。文章从城镇化、生态型城镇、城镇生态评价指标三个方面详细阐述国内外学者的观点,在此基础上通过分析城镇化对生态环境的影响及生态型城镇的建设目标,进一步界定生态型城镇的内涵和建设目标,并结合我国城镇化建设的实际情况,提出了生态型城镇评价指标体系。Since the reform and opening up,along with the accelerating of industrialization and urbanization,urbanization has become the primary task of the society construction of the 21st century. But there are many ecological problems in the process of our urbanization that failed to achieve the harmonious development of economy,ecology and society. therefore,the current task is constructing the eco- town. The construction of eco-town should be on the premise of sustainable development,guided by the scientific planning,for the purpose of ecological philosophy is to finally achieve the ecological benefits,social benefits and economic benefits of collaborative development. From urbanization,the ecological urban and urban ecological assessment index,the paper elaborated domestic and foreign scholars point of view,and on this basis , through the analysis of the influence of urbanization on the ecological environment and the ecological urban construction goal,further defined the connotation of eco-town and its construction target,and combined with the actual situation of the construction of the urbanization in our country,this paper put forward the evaluation index system of eco-town.
