村庄项目决策影响因素研究

摘　　要：基层决策乱象一直是国内学者关注的热点。在Bardhan和Mookherjee两党竞选模型基础上,建立了一个简单的村庄项目决策理论模型,描述村庄项目实施方案的确定过程。通过模型分析与文献评述认为,村级决策整个过程中的影响因素为村庄经济发展程度、利益相关者的政治敏感度、利益集团忠诚度与奉献度、阶层之间认识水平差异四个方面。因此,应从提高农村居民收入水平,提高农村居民政治素养,警惕利益集团化等入手,避免村级决策失误,提高基层决策水平。Village project decisions are the hot issues. Based on bipartisan campaign model, a simple grassro- ots project decision - making model was built describing the determination process of the grass - roots project plan, we believe that all impact factors of village - level decision - making include ： the degree of regional e- conomic development, stakeholder politics sensitivity, loyalty and dedication of the interest groups, the con- scientiousness differences between classes. At last, this paper gave some suggestions to the government.
