网络反腐对反腐的意义及发展规范研究

摘　　要：近年来,随着互联网技术的普及运用和广大民众对公共事务的知情、参与、表达、监督表现意识与行为的不断增强,网络反腐——一种新型的反腐形式,因其方便、快捷、低成本、影响力大等优势,有效加大了对官员的监督力度,使一批有问题的官员纷纷落马。网络反腐是反腐利器,但是,由于人们的法治意识还不够高,国家对网络反腐运行的法律体系和配套机制建设尚不够健全,网民在进行网络反腐时违反道德精神甚至是违法的行为时常发生。通过网络捏造事实诽谤诬陷他人,发布虚假信息,散播网络谣言,恶意炒作,侵犯隐私权,宣泄对社会不满情绪的攻击、诋毁性言语等问题不容忽视。因此,将网络反腐纳入法制化轨道,作为体制内反腐的稳定组成部分,最大限度发挥网络反腐的积极效应,避免其副作用和消极社会影响,是网络反腐发展的最终归宿。In recent years, with the popularity of the Internet technology and the majority of the people of pub- lic affairs informed, participation, expression, supervision and performance consciousness, behavior unceas- ing enhancement, the network anti - corruption a new form of anti - corruption, because of its conven- ient, fast, low cost, high impact and other advantages, effectively increased the official supervision, so that a number of officials in question have been sacked. Although the network is anti - corruption tool, but because of the peopleg legal awareness is not high enough, the legal system and supporting mechanisms to build na- tional anti - corruption operation of the network is still not perfect, users violate moral and spiritual corruption during network even illegal behavior often occur. Rumors spread through the network, violate the legal rights of others, malicious slander framed vent discontent on social issues can not be ignored. Therefore, the network anti - corruption corruption into the orbit of the rule of law, as a system of anti - corruption stable component, the positive energy to maximize the release of network anti - corruption, avoid the side effects and negative so- cial influence, is the ultimate destination network anti -corruption development.
