健全体制机制推动产学研协同创新的思考

摘　　要：文章基于甘肃省农业科学院进行产学研协同创新的探索与实践,结合国内外产学研协同创新的研究现状、经验与做法,分析了农业科研单位产学研协同创新存在的问题,针对问题提出了坚持农业公益性和农业院校农业科技创新主体地位、建立政府主导多元化农业科研投入机制、建立省级农业科技创新体系、创新产学研协同创新运行机制等促进农业科研单位协同创新的对策与措施。Based on exploration and practice of collaborative innovation of production-education-research units in Gansu Academy of Agricultural Sciences and combined with current situation, experiences and means of collaborative innovation at home and abroad, problems of collaborative innovation of production-education-research units in agricultural science research units were analyzed in the paper. Countermeasures for promoting collaborative innovation in agricultural science research units were put forward, i.e., upholding the public welfare status of agriculture and the entity status of agricultural research and education units on agricultural technologies innovation, establishing a government-led steady and gradually increasing diversify investment mechanism, building provincial agricultural science and technology innovation system, and innovating operating mechanism of collaborative innovation of production-education-research units, etc.
