摘　　要：文章在国务院出台种业新政的宏观背景以及中国种业科技资源分布和育种创新规律的现实考量下,分析了公共科研单位与企业结合的必要性,指出了当前科研单位与企业结合的主要障碍,从结合定位、结合路径、结合保障三个方面对中国种业公共科研单位与企业结合机制的构建进行了探讨。In the macro context of the new policy of the seed industry promulgated by the State Council, the actual status of the distribution of scientific and technological resources and the breeding law, the necessity of combining public research institutions and enterprises was analyzed in the paper. Major obstacles to the combination were pointed out. The integration mechanism of public research institutions and enterprises of Chinese seed industry was discussed from three aspects, including the combination of positioning, the path, and the guarantee.
