摘　　要：目的:从协同管理的角度探讨基本公共卫生服务的质量监管模式。方法:采用文献法、问卷调查法及专家访谈法进行研究。结果:目前黑龙江省基本公共卫生服务的质量管理存在着很多问题,如很少进行质量改进,各组织、部门之间缺少协同配合等,这是由于尚没有一个规范化的基本公共卫生服务质量监管理论框架进行指导,在现状研究的基础上构建基本公共卫生服务协同质量监管模式。结论:基本公共卫生服务协同质量监管模式为黑龙江省开展基本公共卫生服务提供了系统的质量管理框架。Objective： To investigate themodel of basic public health service quality supervision from the perspective of collaborative manage- ment. Methods： Literature analytic method, questionnaire survey procedure and expert interview method. Results： Currently quality supervision of Heilongjiang Provineeg basic public health service has many problems such as little to improve quality and lack of coordination between organi- zations and so on. It is because there is no theoretical framework of basic public health quality supervision to guide the standardization ; the collab- orative quality supervision model of basic public health service has been structured. Conclusion：The model of basic public health service collabo- rative quality supervision provides a quality management system frame for the items of basic public health services in Heilongjiang Province.
