吉林省县级公立医院改革现状分析

摘　　要：对吉林省县级公立医院改革自开展以来的举措进行分析,调查结果表明改革取得了成效,总体呈现"四升四降"的良好态势,县医院公益性提高,部分试点医院盈利增加,医药费用的不合理增长得到了控制,群众就医负担减轻。但改革进程中也出现了诸多问题,例如试点医院医疗设备条件较差、信息化建设进展缓慢、人员编制短缺、对医务人员业务培训重视程度不够、取消药品加成并未从根本上解决患者"看病贵"等问题。We investigated the main achievements in county public hospital reform in Jilin Province. Four indexes of reform work rise and the other four declines at the aggregate level. The public welfare of county hospital has been improved. The generated economic profits of pilot hospitals have increased. The Improper growth of medical expense has been effectively controlled. The patient~ burden caused by seeing doctor has been released. However, there still are numerous unsolved problems, for example, the lagging equipment of the county hospitals, the slow progress of Information technology construction , the insufficiency of authorized staff, the emphasis on medical training of hospital staff is not enough, the unsolved ＂difficult to access medical services＂ problem caused by removing medicine markups and so on.
