无锡市两社区基本公共卫生服务项目劳动时间测算比较分析

摘　　要：目的:通过测算基本公共卫生服务项目的劳动时间,比较社区卫生服务机构间实行基本公共卫生服务所需劳动时间差异情况。方法:对无锡市A、B两所社区卫生服务中心进行现场调查,对每个社区在为期8天的时间段里随机测量50例各项基本公共卫生服务项目的劳动时间,并运用Microsoft Excel 2007、SPSS16.0进行数据统计与分析处理。结果:41项基本公共卫生服务项目中,建立居民健康档案需要50.44分钟,使用、维护和管理居民健康档案需要2.97分钟;"高血压患者管理"所需时间变异度最小,"老年人生活方式和健康状况评估"变异度最大;A、B两所社区卫生服务中心基本公共卫生服务劳动时间有差别的项目较多。结论:政府应科学设定基本公共卫生服务测量项目,加强规范化培训、规范服务行为,从而提高基本公共卫生服务质量与效率。Objective ： This study aimed to calculate the labor time of basic public health services, to compare the differences among com- munity health services. Methods： Filed investigations were performed in two community health service centers. For each community, in an 8 - day period of time, the labor time of each basic public health services were obtained randomly for 50 cases. Microsoft Excel 2007, SPSS16.0 soft- ware were used for data statistics and analysis. Results： In 41 types of basic public health service projects, establishing a residentg health record needs 50.44 minutes, using and maintaining a health record needs 2.97 minutes, etc. The lowest degree of variation is ＂hypertensive manage- ment＂ ; the highest is ＂the way of life and health assessment of the old＂. The discrepant projects of two communities＇basic public health service work time are more than the indiscriminate projects. Conclusion： The government should set basic public health services scientifically, enhance standardized training, service behavior to improve basic public health service quality and efficiency.
