摘　　要：目的解决廉价救命药发展过程中遇到的问题,保障社会公众的用药权益。方法通过总结廉价救命药的发展现状,对廉价救命药缺失的原因和由此产生的问题进行分析。结果与结论应构建完善的基本医疗卫生法律体系,保障廉价救命药的生存与发展。Objective solve the problems during the development process of the cheap vital medications, and safeguard public lawful rights and interests. Method through summarizing the current development situation of the cheap vital medications,analyzing the reasons and these arising questions of the deficiency of the cheap vital medications. Result and Conclusion structure the legal system of pri- mary Health Care, and safeguard the survival and development of the cheap vital medications.
