摘　　要：认为粮食安全具有六方面的法治内涵。供给稳定是保障主要粮食品种的基本自给。储备充足则因产区和销区而有不同储存量的要求。调控有力是指通过调控制度保持粮食供求紧平衡。运转高效的内涵限定在流通领域顺畅地保障粮食供需平衡。质量安全的内涵是"合格、卫生、有品质、有营养"。价格合理是指居民获得所需要的粮食未超过其承受能力。There are six aspects of legal connotation in food safety. The stable supply is a major guarantee for basic grain varieties; Sufficient reserve means different storage requirements for different producing and mar- keting areas ; Powerful regulation refers to a tight balance between supply and demand of grain through a strong regulating system ; Efficient operation ensures a balance between food supply and demand in the field of circu- lation ; Quality safety refers to being ＂ the residents＇ need for food does not qualified, healthy, exceed its capacity quality and nutritious＂. Reasonable price means that
