摘　　要：精兵简政是中共革命和建设史上的一个重要问题。对于精兵简政提出并得以实施的社会背景,虽然学术界已有些许阐述,但大多限于泛泛而论,且论述模式和取材上均大同小异,缺乏有深度的系统阐释。实际上,以根据地为轴心,考察精兵简政提出前的外部与内部因素,以及中共面对这些因素作出的主动探索,对于了解精兵简政得以提出并迅速确立与实施的动因有着重要价值。而这对于科学认知精兵简政也有着不可估量的意义。The downsizing of the staffs and institutions has been a significant issue in Chinese Communist revolution and construction. This paper is intended to discuss the motivations of the downsizing during the anti-Japanese war, in relation to the bases, the external and internal factors. This is valuable for scien- tific understandings.
