摘　　要：天气预报电视会商系统是中国气象局重要的实时业务多媒体通讯平台,承担全国气象部门远程视频业务会商、电视电话会议等任务。气象会商流媒体节目由会商录播系统进行实时录制,为用户提供基于Web的直播、点播服务。提出一种基于Android操作系统开发气象会商流媒体点播客户端应用软件的设计思路,介绍了Android流媒体客户端的功能设计和系统的总体设计框架,详细说明了服务器端软件、客户端软件及双路流媒体播放器的设计流程及实现方法,为视频会议使用单位或个人提供了一种满足移动终端用户收看录播视频需求的解决方案。The weather TV consulting system in CMA is an important platform for real-time multimedia communication, which undertakes remote video consultation and conference in national meteorological departments. The consultation media programs are recorded by VOD system, which provides live and request services on Web platform. A design of meteorological VOD client software is proposed based on Android system, and the functional design and system framework of this client are introduced, the design process and implementation of server/client software and the dual streaming media player are described. The design provides a solution for ministries or individuals to watch VOD programs on mobile terminals.
