摘  要:以科学发展观的内涵为依据,构建了包括经济、生态、社会、人的全面发展和科学技术五个方面的区县科学发展评价指标体系.通过在综合评价中引入次约束,建立了基于次约束的科学发展评价模型,并对大连市区县进行了实证研究.通过对不同区县在有、无次约束下评价结果排序差异的对比,找出影响区县科学发展的关键准则层及关键准则层下的关键指标.通过对同一区县在有、无次约束时排序位置的变化,得到影响该区县科学发展的优势因素和劣势因素.实证研究表明经济发展对区县科学发展的影响最大,社会发展不是影响区县科学发展的关键因素.According to the scientific development concept, this paper built a scientific development evaluation index system of county level districts. The index system included 5 criteria: the economy, the ecology, social development, human all-around development and scientific technology. By introducing inferior constraints to the comprehensive evaluation, this paper established an evaluation model based on key factors judgment and conducted an empirical study on Dalian's country level districts. Through comparing the ranking orders of all districts with and without the inferior constraint, this paper distinguished the key principal and key indicator of scientific development. Through comparing the ranking positions of a particular district with and without the inferior constraints, this paper distinguished advantages and disadvantages of each district. The empirical study shows that social development is not the key factor for scientific development of county level districts, while the economic development has the maximum influence on the scientific development of county level districts.
