摘　　要：论文在发展战略与任务研究的基础上,从重视水产养殖对发展空间的需求,确保水产品的基本产出;以容纳量评估制度建设为基础,构建现代水产养殖生产体系,促进规模化发展;实施养殖装备提升工程,推进设施标准化、现代化更新改造;改善水产养殖科技创新条件,实施水产养殖科技创新工程,加强科技平台和队伍建设;加强产业支撑体系建设,实行补贴政策,提高技术推广服务能力;加强水产养殖业管理与执法能力建设;推行水产品质量可追溯制度,完善养殖产品质检体系建设等等七个方面,探讨了我国水产养殖业绿色、可持续发展的保障措施与政策建议。According to the study on development strategy and tasks, the safeguard measures and policy recommendations for green and sustainable development of Chinese aquaculture are discussed in the following aspects. 1. Attach importance to the space requirements for aquaculture development, and ensure the basic output of aquatic products; 2. By setting up a carrying capacity assessment system, establish modern aquaculture production systems, and promote large-scale aquaculture development; 3. Implement aquaculture equipment upgrading project, promote renovation of facilities towards standardization and modernization; 4. Improve the conditions for aquaculture technology innovation, implement aquaculture technology innovation project, and strengthen science and technology platform and team building; 5. Reinforce construction of the industrial support system, make use of subsidy policies, and improve technology extension and service capacity; 6. Fortify capacity building for aquaculture management and law enforcement; 7. Practice aquaculture product traceability system, and optimize the construction of quality inspection systems.
