我国民族优惠政策的制度伦理分析

摘　　要：本文首先对我国民族优惠政策的价值偏好进行了深入分析,认为其制度设计体现了我国社会福利的"类社会民主主义"特征。在此基础上,着重探讨了民族优惠政策的道德伦理,认为我国长期以来实施的民族优惠政策体现了对"实质正义"和"补偿正义"的追求,奉行的是"积极自由"理念。最后,从民族地区的"社会需要"出发论证了民族优惠政策的现实伦理。This research firstly analyzes the value preference of our national preferential policies and believed that the institutional design of our social welfare system reflects the similar features of ＂social de- moeratism＂. Following this research, it secondly focuses on the moral ethnics of national preferential poli- cies and considers that the long- term national preferential policies carried out in our country embody the pursuit for ＂essential justice＂ and ＂compensative justice＂, pursuing an ideology of ＂positive freedom＂. Finally, it proves the realistic ethics of national preferential policies based on the ＂social needs＂ in minority areas.
