关于建立地理国情监测长效机制的思考

摘　　要：地理国情监测是实现测绘地理信息转型发展的战略重点。贯彻落实这一重点,需要准确把握其在测绘地理信息发展总体格局中的功能定位,进而明确实现这一功能定位的步骤、方法和措施,最终实现测绘地理信息转型发展。本文研究了地理国情监测的功能属性,明确了其在推进事业发展中的真正价值在于其行政职能,而非仅仅是事业职能;提出了实现这一价值的"三步走、四进"策略,即从监测、监督到监管,以及进法律、进职责、进规划、进预算。最终提出了从技术装备、职责分工、产品体系、组织布局等方面构筑地理国情监测基础能力,实现地理国情监测常态化开展的对策措施建议。National Geographic Condition Monitoring becomes an important strategic priority tor achieving the transformation development of Surveying, Mapping and Geoinformation. To implement this strategic priority, the functional definition of the National Geographic Condition Monitoring and its realization need to be made clear. This paper emphasized the function of National Geographic Condition Monitoring on the administration besides public service. Furthermore, it proposed the tactics of realizing the function which called Trilogy model and Four measures. Finally, it discussed the infrastructure of National Geographic Condition Monitoring from technical equipment, the division and responsibility, the product system,and the organization structure.
