新时期省域城镇体系规划编制探讨

摘　　要：首先,深入分析了省域城镇体系规划面临的时代背景,指出当前城镇化政策、区域格局、管理模式正处于不断变化中,城镇化模式、利益主体更加多元化。其次,结合我国各地区省域城镇体系规划的实践经验,指出省域城镇体系规划编制表现出政策性、综合性、立足部门事权、落实战略意图、注重时序引导、强化近期实施、增强针对性等发展动向。最后,基于可实施的理念,从8个方面提出了新时期省域城镇体系规划的编制框架。Firstly, in-depth analysis the historical background the provincial urban system planning is facing , pointed out that , at present , the urbanization policy , regional pattern and management mode are changing , the ur-banization mode and stakeholders are becoming more diversified .Secondly , combined with the practical experience of provincial urban system planning , pointed out that the provincial urban system plannings are showing the policy-relevant, comprehensive, based on department duties , implementing the strategic intent , focusing on timing, im-mediate implementation guiding , strengthening pertinence and some other development trends .Finally , from eight aspects , based on the implementation of the concept , put forward a framework for the preparation of the new era provincial urban system planning .
