摘　　要：介绍了世界保护联盟规定设立国家公园的条件、世界各国国家公园建立模式,同时介绍了我国国家公园探索和实践。现阶段我国建立国家公园存在相关法规滞后、机构管理体制不顺、保护投入仍然不足、资源利用矛盾突出等问题。提出我国国家公园的目标和定位,包括:突出生态保护和公共服务功能,国家公园不能完全取代自然保护区和风景名胜区,应以现有体制为基础先行开展试点。对国家公园的多种管理机制进行了比较,并提出相关建议。The paper introduces the conditions of The World Insurance Union setting up national park, the mod- els of national park to establish around the world, at the same time introduces the exploration and practice in Chi- na＇ s national park. At present stage establishment of national parks in China, there are relevant laws and regulations lagging, organization management system, the protection still insufficient, the obvious contradiction between re- source utilization and other issues. The goal and positioning of national parks in China are put forward. Including： highlight the ecological protection and the public service function, national park cannot completely replace the nat- ural reserves and scenic spots, should be based on the existing system to make first pilot. On the basis of the com- parison of national park for a variety of management mechanism, and puts forward related suggestions.
