集体林权制度改革中农民权益实现途径分析——基于陕西省和云南省的调研

摘　　要：文章对集体林权制度改革中农民享有的林地承包经营权、林木所有权、处置权、收益权和民主参与权五项权益进行了界定,梳理了相关法律和政策依据,并阐述了衡量各项权益实现的要点。在对陕西省和云南省进行实地调研的基础上,分析了各项权益的实现途径,从宏观和微观层面总结了影响农民权益实现的主要因素,并提出了改善农民权益实现状况的政策建议。This paper defines the rights and interests of the farmers related to conective forest tenure reform based on the concerned policies, regulations, laws, and measure points of each right and interest, which includes forestland contracted management right, woods ownership, disposition right, usufruct right and participation right. According to the survey of Shaanxi and Yunnan the paper analyzes the approaches of realization of these rights and interests, and summarize the main effect factors from macro and micro level. Then the policy suggestions on ensuring the firm- ers＇ rights and interests have been put forward.
