摘　　要：中国在新世纪的和平崛起令世界瞩目。然而,没有气定神闲的社会秩序、谦恭温良的国民素质也不能算是真正的大国。因此,事关实体正义的文化建设与文明程度亟待改善与提高。中国古代曾非常重视人文教化,有"以文化育"的悠久传统。但在最近的一百多年间被有意或无意间湮没和遮蔽了丰富性、正义性、博弈性与开放性的中华文明,却在矫枉过正的"折腾"中不断付出难以估量的代价。传统不是怀旧的情绪,传统是生存的必要。文明的形成和推动,离不开政治的智慧引领、制度的顶层设计和社会的自觉遵守,需要落实在日常生活和社会实践中。一个国家的真正强盛,最重要的标志是国民的人格独立和内在尊严的崛起,以及"勿以善小而不为,勿以恶小而为之"的社会操守和基本道义的形成。China＇s peaceful rise in the new century drew attention of the whole world. However, we cannot boast of a real ＂big country＂ without a good social order or high quality of the entire population. Therefore, cultural construction is seriously in need. Ancient Chinese paid close attention to humanity and education. However, in recent more than one hundred years, Chinese civilization had ignored its richness, just, and openness willfully or unintentionally. Tradition is necessary for existence, instead of just for nostalgia. The progress of civilization relies on political guidance, institutional arrangements and social practice. It has to be realized in daily lives. The true signs of the prosperity of a country include personality independence of the whole nation, the rise of people＇s inherent dignity, and basic social norms such as ＂don＇t do nothing due to the benefit is little, don＇t do it due to the evil is little.＂
