摘　　要：建设法治国家的重心是依法行政,而依法行政的重中之重是行政执法。只有各级政府部门及其公务员在执法工作中真正起到带头规范作用,做到"严格、规范、公正、文明"执法,才能有利于依法治国、依法执政、依法行政的共同推进,才能有利于法治国家、法治政府、法治社会的一体建设。The focus is on building the rule of law according to law ,but the most important is the executive administration according to law enforcement.Only civil servants at all levels of government departments and their real work in law enforcement play a leading role in specification,so that ＂strict,standardized,fair and civilized＂ Law enforcement and be conducive to the rule of law,according to law,to jointly promote administration according to law,in order to help the nile of law,government by law,construction law society one.
