行政管理视域下行政执法体制存在的问题及对策——以济南市为例

摘　　要：济南市行政执法体制改革在实践中取得了很大成效。通过整合执法队伍,进一步提高执法水平,使执法交叉、执法扰民、重复处罚、多头处罚等现象大幅度减少。但由于体制机制尚待理顺,有关的法律法规不健全,国内可资借鉴的成熟经验还不多,使济南市行政执法过程中还存在着一些问题,因此,必须加大改革创新力度,全面推进依法行政,提高科学民主决策水平和执行能力;加强立法工作,健全法规、规章,合理界定综合执法范围;科学配置综合执法职权,重新定位行政执法目标,完善行政执法协调机制。Ji＇nan city administrative law enforcement system reform has achieved great success in practice.Through the integration of law enforcement personnel,to further improve the level of law enforcement,law enforcement, law enforcement nuisance to cross,repeated punishment,punishment phenomenon greatly reduce bull.But due to the institutional mechanisms have yet to be straightened out,relevant laws and regulations are not perfect,mature experience in domestic reference is not much,make Ji＇nan exist in the process of administrative law enforcement problems.Therefore,we must increase the reform and innovation,and comprehensively promote administration according to law,to improve the scientific and democratic decision-making and implementation capacity;strengthen legislation ,perfect regulations and rules,the reasonable definition of comprehensive law enforcement scope;the scientific allocation of comprehensive law enforcement authority,re positioning of administrative law enforcement,improve the coordination mechanism of administrative law enforcement.
