完善地方金融管理的调查与思考

摘　　要：地方政府金融管理是我国金融管理体系的重要组成部分。文章以嘉兴为例，介绍分析了其地方金融管理概况与特点，指出政府部门在维护地方金融稳定和有序发展方面发挥了重要作用，但其金融管理实践中还存在着诸如职能边界不清、协调机制不完善等问题。文章从确定地方金融管理的职能划分、强化金融稳定责任、健全协调机制、发挥人民银行分支机构的作用等方面人手，就进一步完善地方政府金融管理提出相关建议。Local government＇s financial management is an important component of China＇s financial management system. Taking Jiaxing as an example, the article reviews the features of the local financial management. It points out that the government has played an important role in maintaining local financial stability and orderly development, but in practice, there exist some problems with financial management including unclear responsibility boundary and unsound coordinating mechanism. The article makes relevant suggestions on further improving the financial management of the local governments from the perspectives of confirming local financial management functions, strengthening financial stability responsibility, improving coordinating mechanism and giving play to the roles of PBC local branches.
