摘 要:基于模糊综合评判法和层次分析法,在传统的历史文化街区综合价值评价的基础之上,引入环境价值、使用价值等因素,构建历史文化街区综合评估评价体系及模型,并以旅顺太阳沟历史文化街区为例进行案例分析,系统评估其多维价值,为历史文化街区的保护与利用提供科学依据。通过对太阳沟的实证分析发现,建筑物的使用价值占有较大的评价权重。原关东军司令部旧址、旅顺博物馆、原关东都督府旧址、原工科大学旧址的评分值较高。建筑保护与整治应根据各单体建筑的状况动态推进,建议采取"全景式"复归策略,强化街区内人文地理标识。This paper develops a comprehensive evaluation param-eter system and model of historical and cultural blocks based on AHP method and fuzzy comprehensive evaluation method, on the basis of traditional quantitative evaluation of historical and cultural blocks, combining with the environmental value and use value. The author takes lvshun Taiyanggou historical and cultural blocks as an example for empirical study. Comprehensive evaluation of the blocks' multi-dimensional value provides scientific basis for the protection and utilization of historical and cultural blocks. Based on the empirical analysis of Taiyanggou, This paper finds that the use value of historical buildings occupies the bigger evaluation weight value. The former kwantung army headquarters site, the Lushun Museum, the former kanto DouDuFu site and the former engineering university site get a higher score values. Build-ing protection and renovation should take dynamic propulsion on the basis of the condition of each individual building. The paper recommends “panoramic” recovery strategy, and strengthening humane geographical indications within the blocks.
