转型期社区组织的科层化及其走向——以C市J社区为例

摘　　要：转型期的中国社会,伴随着社区的转型升级以及政府行政、民生事务的大量下沉,社区自治组织内部出现了明显的科层化现象。与行政组织和企业组织权责分明、分工精细的科层管理模式不同,城市社区自治组织权力来源的天然缺陷与资源掌握的有限性,使其科层权力运作缺少坚实的基础。自治组织权力与行政权力关系的不对等性以及自治组织内部成员的低成本脱位性,亦导致社区自治组织的科层化呈现出特殊的形态。虽然社区组织的科层化有利于基层社会治理绩效的提高,但其行政化倾向却受到社会各界的批评。社区科层化现象是转型期中国基层社会治理改革进程中行政体与自治体之间复杂关系互动的产物,任何试图通过改革使社区组织走出科层化的举措,都将面临复杂要素的制约。With the transformation of Chinese society,obvious bureaucratization comes to existence in community autonomous organization,as the transition and promotion of community as w ell as the substantial amount of w ork concerning government administration and people's affair. Unlike the clear division of pow er and responsibility and the clear division of w ork in administrative and business organization,urban community autonomy organization w ith limited legitimate pow er and resource lacked the solid pow er basis for its bureaucratic operation. Furthermore,the bureaucratization of community autonomous organization has its unique characteristics due to the asymmetry betw een autonomous pow er and administrative pow er as w ell as the low-cost resignation of the employees in autonomous organization to avoid liability. Although the bureaucratization of community autonomous organization is conductive to the boost of the performance of social governance at the grassroots level,its administrative property is subject to critique from all sectors of society.The bureaucratization of community results from sophisticated interaction betw een administration system and autonomy system in the process of social governance reform at the grassroots level w ith the transformation of Chinese society. Any attempts to reduce the bureaucratic property of community organization by reform w ill be faced w ith restriction of complicated factors.
