摘　　要：英国是拥有较为完善土地管理法律制度的国家之一,它拥有成熟的立法体系、严格的执法体系、完善的公众参与监督机制,并重视可持续发展、明确土地管理责任。我国土地管理法律体系不完整,各级法律规范冲突严重;立法中相应原则贯彻不足;法律责任规定不明确,适用困难。英国土地管理法律制度对我国的借鉴意义:完善立法体系,解决各级法律规范中的冲突;在立法中要完善公众参与原则,明确可持续发展原则,确立风险防范原则;明确政府和违法者的责任,增加新的刑罚罪名并加大处罚力度。The United Kingdom is one of countries which have a perfect legal system of land management. In the United Kingdom there is a mature system of legislation, strict law enforcement system, and perfect mechanisms for public participation. In addition the government has attached great importance to the sustainable development and deifned the land management responsibility. While in China, legal system of land management is imperfect; the conlfict of legal norms at different levels is serous; the corresponding principle in legislation is not be implemented sufifciently;and legal liability stipulation is not explicit. Considering the problems above, this paper points out that we should use the legal system of land administration of United Kingdom for reference to improve legislation system, tackle the conlfict of legal norms at all levels. In legislation we should perfect the principle of public＆#39;s participation, deifne the principles of sustainable development and the responsibility of the government and the offenders. Besides that, we also should establish risk prevention principles, and increase new punishment accusation and penalties.
