摘　　要：军民融合式发展是战略性新兴产业的必由之路。战略性新兴产业的军民融合发展涉及到政府、军队和企业各方利益,需要从顶层设计做好统一规划,充分发挥计划、市场和相关社会配套机制的作用,制订完善相关法律法规,出台财政、金融等配套措施,并且要健全军民融合的科技创新体系,才能有效促进这一系统工程的顺利完成。Civil-military integration is the only way for strategic emerging industries＇ development. Civil-military integration of strategic emerging industries＇ development is involving the interests of Government, military and enterprise, some effectively measures is need to promote this project successfully completed, just like completing the unified plan from the top layer design, giving full play to plan, market and social supporting mechanism, formulating and improving relevant laws and regulations, financial and other supporting measures, sound civil-military integration of science and technology innovation system, and so on.
