县级政府应急管理的基本范式探微

摘　　要：县级政权的特殊地位,决定了县域应急管理是国家应急管理体系中最为基础和十分关键的环节。面对当前社会转型时期复杂多变、频发高发的突发事件,亟需县级政府改变传统应急管理模式,着力构建一体化和全过程的以"一主多元"为特征的应急管理基本范式,实现县级政府应急管理的要素一体化、职能全程化和参与主体多元化目标,从而真正提升县级政府的应急管理水平。The county emergency management is considered as a most fundamental and crucial element of the national emergency management system from the perspective of special status of county government. Facing the complex, changeable, frequent and high-rates emergency in social transitional period, the county government needs to change the tradi- tional emergency management model, and strives for building an integrated and whole-process emergency manage- ment paradigm, which takes “one-main agent and pluralistic objects” as its essential feature. The new emergency management model is designed to realize the integration of emergency management elements, the whole process of functions and the diversity of force participation, thus will improve the level of county emergency management.
