摘　　要：文章在评述解释我国产业结构偏差的原因、产业结构演变的一般规律及产业结构转变机制等文献的基础上,指出我国的产业结构必然会呈现出第三产业比重不断提高的趋势。但在这一过程中,不能因为强调服务业的发展而忽视工业的发展,同时,由于我国特定的国际分工地位,二产比重偏高、三产比重偏低的产业结构偏差会在较长的时期内持续存在,促进我国第三产业发展、使我国产业结构趋于合理的着力点在于制度建设和大城市的引领。This article comments the literatures which explain why the industrial structure of China differs from the ordinary form and the literatures on the law of industrial evolving and the changing mechanism, then, drew the conclusion that the proportion of tertiary industrial of China will persist improving, but in this process, the attaching importance to the developing of tertiary industrial can＇t be the cause of ignoring the developing of secondary industry, for the special status in the international division of labor, the deviation of industrial structure which the proportion of secondary industry is higher and the tertiary industrial is lower will persist in a long term, t the key points of accelerating China tertiary industrial and correcting the deviation of industrial structure are the improving of institution and the big cities＇ leadership.
