摘　　要：公益性是公立医疗机构的重要属性,也是新医改推进过程中公立医疗机构的重要价值目标。然而无论是政策制定者、卫生管理者还是理论研究者对公益性内涵这一问题都存在着较大的认知模糊。从不同研究者的认知差异出发,对公立医疗机构的公益性内涵进行概述与提炼,借鉴管理学与经济学的相关理论对医疗机构的公益性内涵界定进行理论分析,为公立医疗机构的公益性内涵寻找多学科的理论支撑。The public welfare is an important attribute of public medical institutions, which is also an important value goal of the new public medical institution reform. Although the public welfare value of public medical institutions has been em- phasized in different medical health policy files, but there still exist various cognitive fuzzy about it among policy makers , health managers and researchers. This study summarized and refined the connotation of the public welfare of public medical institution with beginning of the cognitive differences of different researchers, and then strengthened the basis of theories to explore the connotation of the public welfare of public medical institution with the model of management and economics re- lated theories.
