建筑工程环境污染防治制度探讨

摘　　要：近年来中国经济迅猛发展,城市化进程不断加快,建筑业在其中扮演了越来越重要的角色,同时建筑施工过程中产生的环境污染问题也日益凸显。全面推进社会主义生态文明建设,实行最严格的源头保护制度、损害赔偿制度、责任追究制度,完善环境治理和生态修复制度,用制度保护生态环境。从建筑工程污染现状入手,分析产生问题的原因,提出解决问题的对策,重点探讨建筑工程环境保护的"三同时"制度。In recent years, construction industry plays an increasingly important role in both Chi- na＇s rapid development of economy and continuous acceleration of urbanization while environmental pol- lution problems arising from the course of construction are also increasingly prominent. The construction of socialist ecological civilization should be promoted comprehensively by the implementation of the most stringent source protection system, damage compensation system and accountability system to improve environmental management and ecological restoration system, and the ecological environment will be protected with systems. Starting from status quo of construction engineering pollution, the thesis analy- zes the causes of the problem, proposes solutions to this problem and puts focus on the ＂three simultane- ous＂ system for environmental protection of construction engineering.
