网络环境下传销犯罪的运行机制与防范对策

摘　　要：网络传销犯罪是以网络为载体的一种新型传销模式。网络传销组织通过宣传、发展成员、收取费用、利益分配等环节实现传销组织的运作。与传统传销组织相比,网络传销的手段更具隐蔽性,受害群体人数更多,范围更广。网络传销的虚拟性,使其犯罪成本更加低廉,也显示出高智能型的特征。应当加强对网络传销犯罪的打击力度,营造安全的网络空间。The crime of network pyramid sale is a new type of pyramid sale via the Internet. Network pyramid sale organizations operate through approaches of publicity, membership development, fee charging, and distribution of benefits. Compared with the traditional pyramid sale organizations, network pyramid sale organizations utilize more elusive means to infringe greater number of victims in a much wider range. Due to the virtual nature of the network pyramid sale, the cost of such crime is much cheaper while the high intelligence characteristics of it are demonstrated. Efforts should be strengthened to combat the network pyramid sale crime to create a safer cyberspace.
