现代农业园区土地流转问题分析

摘　　要：现代农业园区土地流转可以实现土地规模经营,提高农业生产效益和土地利用率。土地流转应坚持依法、自愿、有偿原则,稳定、分权、放活原则和集中、规模、增效原则,通过组建土地流转中心,连接农户、专业合作社和入园企业,公平合理地分配土地流转利益。同时要加强对土地流转的管理服务,解决好土地流转纠纷,提升农村劳动力转移就业能力,完善农村社会保障制度。Modern agricultual park land circulation can achieve scale land management, imporve agricultural pro-ductivity and land utilization. Land transfer should adhere to the law, voluntary, paid principle, stability, decentral-ization, deregulation principles and focus, scale, efficiency principles. Through the formation of land transfer center, connecting farmers, cooperatives and enterprises in the park, distributs land transfer benefits fairly and equally. At the same time, we should strengthen management service, resolve desputes, promote rural labor transfer employ-ment ability, perfect rural social security system.
