摘　　要：本文针对IC卡和Delphi编程的特点,介绍了利用高效的编程软件Delphi编制IC智能卡水资源管理系统软件的过程 ,着重介绍了管理软件中的用户帐目管理方法和串口通讯技术。帐目管理部分采用自定义数据结构 ;串口通讯部分采用Windows的API函数进行直接的串口操作。This paper deals with the IC card and the characteristics of the Delphi program, the process of designing the software of water resource management system with Delphi, and emphasizes user accounts management and serial port communication of the software. The user_defined data frame is adopted in accounts management, and the API function of Windows is adopted in serial port communication to operate serial port direct.
