论我国环境执法协调机制之完善

摘　　要：我国环境执法协调机制存在一些问题,诸如环境执法协调缺乏高规格的法定协调牵头单位、协调机制的运行缺乏信息沟通制度等。完善环境执法协调机制是我国行政管理体制改革的目标和方向,我们可以借鉴美国、日本、菲律宾等国家环境执法协调的做法,完善相关法律法规、建立"合作协调型"模式的执法协调体制,建立"三元"监督体系、完善信息共享机制和公众参与机制、建立专门的环境执法协调机构。There are some problems in China＇s environmental enforcement coordination mechanism, such as lack of high standard legal coordination lead unit in environmental enforcement and lack of information communication mechanism in running the coordination mechanism. Improving environmental enforcement coordination mechanism is the goal and direction of China＇s administrative reform, we can learn from the experience of the United States, Japan, the Philippines and other countries. In order to establish a specialized environmental law enforcement coordination agency, we should try to improve relevant laws and regulations, to establish ＂cooperation and coordination＂model, to stablish ＂three sides＂monitoring system and to improve information sharing mechanisms and public participation mechanisms.
