摘　　要：失独者特指计划生育政策下独生子女意外过早离世的父母。他们因失去独生子女而面临诸多精神、生活上的困境,这是一个重要的,但是还没有引起全社会足够重视的问题。本文以福利多元主义为分析视角,认为应该建立一个由政府、社区、社会非政府组织等多元主体共同提供的、满足多方面、多层次需求的失独老人照护体系,这对于缓解失独老人养老压力,完善社会保障制度,全面建设小康社会具有十分重要的理论和现实意义。Parents with their only child deceased are a group of parents who have lost their only child underChina' one child policy. They are in predicament with their mental health and life, and this is an issuelacking its due regard from the society. With the welfare-multiplex as its analytical perspective, this article advocates the establishment of a care system with a combined effort of the government, non-government organizations and the community to meet the needs of parents with their only child deceased on multiple levels. This will serve a constructive purpose of assuring the care this distinctive group demands,completing the social welfare system and building china into a moderately prosperous country.
