摘　　要：乌兰夫对我国民族区域自治制度的创立和发展贡献卓著。他是第一个省级自治区——内蒙古自治区的创建者和领导者,民族区域自治制度的主要推行者和长期实践者,民族区域自治法起草工作的卓越领导者和内容的总设计者,宣传民族区域自治法的组织者和身体力行者,民族区域自治经验的总结者和理论的权威阐释者。Wulanfu made outstanding contributions to establishing and developing the system of regional ethnic autonomy in China. He implemented and practiced the system as the founder and leader of the first provincial autonomous region, the Inner Mongolia Autonomous Regions. Being a brilliant leader and a chief designer of the drafting of the Law on Regional Ethnic Autonomy, he organized and promoted the law, summarized the experience of regional autonomy and interpreted the theory of the law.
