西方福利思想对中国构建社会福利体系的启示

摘　　要：社会福利思想的发展与社会福利体系建设的实践是互动共存的过程,西方社会福利思想对中国社会福利体系的构建起到了一定的积极影响。在中国快速发展之时,社会保障体系缺少制度约束和法律监管,投资主体单一,保障体系覆盖范围小,缺少社会各界力量支持等都成为发展的阻碍因素,要优化社会福利制度,建立完善的社会保障体系需要借鉴西方的相关思想,做好战略规划,建立多元化投资主体的福利体系,明确投资主体的责任,扩展福利覆盖范围,发挥各种社会组织和社会网络的作用,从而提升全民的社会福利水平。The process of social welfare thoughts development and the practice of building social welfare system are interactive and co-existent. Social welfare thoughts in the West have influenced China＇s establishment of social welfare system. However, the lack of strate- gic planning and institutional restriction as well as legal guarantee, the single investment channel, and limited security coverage and public supports have become the main factors to hold back the development of social welfare in China. Therefore, it is necessary for China to refer to the social welfare thoughts in the West, perfect the strategic planning, build a welfare sytem with diversified investment channels, define the duties of the investors, ex- pand the security coverage, and make full play of various social organizations and network so as to improve the level of people＇s social welfare.
