农村公办敬老院的发展困境及对策研究——以S县和Y县为例

摘　　要：农村公办敬老院是保障农村五保老人基本生活的重要载体,但由于目前普遍存在着经费不足、人员缺乏、管理混乱、服务水平低下等困难和问题,导致其中的多数敬老院并不能起到应起的作用。根据对S县和Y县部分农村公办敬老院的实地调查,以及对其运行过程中存在的困难和问题的分析,提出转变观念、完善保障机制、提高服务质量等对策建议。The rural public homes for the aged are one kind of important welfare institutions which ensure the basic living of the rural aged with five guarantees. However, because there are difficulties and problems such as lack of finances and staff,poor management and lower wervice level in the operation, many of these institutions couldn＇t play their part. In this article,based on the investigations of some public homes for the aged in S County and Y County, the difficulties and problems in the operation of them are analyzed, and some countermeasures are put forward including changing ideas, perfec- ting guarantee mechanism and improving the quality of service.
